Ladies and Gentlemen,

Libya is opening a new page in its history as it has entered into a critical transitional stage from war and turmoil to national reconstruction. It is of special significance that the United Nations holds this international conference on Libya on the sidelines of the General Assembly session to discuss Libya's post-conflict transition and reconstruction.

China's position on Libya is clear-cut. We respect the sovereignty, independence, unity and territorial integrity of Libya and the choice of its people. We recognize the National Transitional Council (NTC) as the governing authority of Libya and the representative of the Libyan people. We congratulate the NTC on representing Libya at the UN and welcome Libya's return to the international community.

The conflict and turmoil have wreaked havoc with Libya. The country's transition and reconstruction will require both the concerted efforts of the Libyan authority and people and the strong support and help from the international community. China believes that efforts should be made in the following areas:

First, it is important to act on the basis of equality and respect. China supports the Libyan authority and people in independently determining their future and destiny in light of the national conditions and national interests. The international community should abide by the purposes and principles of the Charter of the United Nations and norms of relevant international law, respect the sovereignty, independence, unity and territorial integrity of Libya, and develop relations with Libya on the basis of mutual respect, equality and mutual benefit.

Second, it is important to promote inclusiveness and solidarity. We hope that, under the leadership of the NTC, various parties in Libya will set in motion an inclusive political process, achieve reconciliation, take into full account the interests and desires of different groups, tribes and regions, maintain Libya's ethnic solidarity and national unity to the maximum extent, and jointly build a peaceful and stable new Libya that enjoys growth and prosperity.

Third, it is important to step up international cooperation. Since war and turmoil have caused heavy losses and a humanitarian crisis in Libya, much needs to be done in national reconstruction. The international community should actively reach out to Libya and support it in easing the humanitarian crisis and achieving economic and social reconstruction. China has already given some humanitarian assistance to Libya and more will be provided soon.

Fourth, it is important to strengthen coordination. China supports the leading role of the United Nations in Libya's post-conflict transition and reconstruction. The Security Council has adopted Resolution 2009 and decided to set up the UN Support Mission in Libya (UNSMIL). All parties should act in keeping with the spirit of the Security Council resolution to step up communication and coordination under the UN framework so as to build up strength, pool resources, enhance efficiency and help Libyan people rebuild their homes as soon as possible.

Let's take this meeting as a new beginning and join hands to support the Libyan people in tiding over the difficulties and rebuilding their homeland. We sincerely hope to see peace, stability and development in Libya and a stable, tranquil and happy life for its people at an early date. China stands ready to work with the rest of the international community to support and help Libya along the way.
