Yang Jiechi Attends the United Nations High-Level Meeting on Libya

On September 20, 2011, Chinese Foreign Minister Yang Jiechi who was in New York attending the General Debate of the 66th Session of the UN General Assembly participated in the UN High-Level Meeting on Libya where he raised four proposals on the transition and reconstruction of Libya.

Yang said that it is of special significance the UN holds the international meeting on Libya to discuss the post-war transition and reconstruction plan as a new page of the Libyan history is being opened. China respects the sovereignty, independence, unity and territorial integrity of Libya, respects the Libyan people's choice and recognizes the National Transitional Council ("NTC") is the ruling authorities of Libya and the representative of the Libyan people. He extended congratulations to the NTC to represent Libya in the UN and welcomed Libya's return to the international community.

He said that the Chinese side has four proposals on Libya's transition and reconstruction. First, equality and respect. China supports the Libyan authorities and people to decide Libya's future and destiny. The international community should respect the sovereignty, independence, unity and territorial integrity of Libya and develop relations with Libya on the basis of mutual respect, equality and mutual benefit. Second, inclusiveness and unity. China hopes that all parties, under the leadership of the NTC, launch the inclusive political process, make reconciliation, safeguard the national solidarity and unification of Libya and jointly build a new Libya which enjoys peace, stability, prosperity and development. Third, cooperation. The international community should actively reach out to help ease the humanitarian crisis in Libya. China has provided Libya with some humanitarian assistance and will soon provide new ones. Fourth, coordination. China supports the UN to play a leading role in the transition and reconstruction of Libya. Parties should follow the spirit of the Security Council Resolution No. 2009 and strengthen communication and coordination under the UN framework in order to gather the forces, coordinate resources, improve efficiency and help the Libyan people to rebuild their homes at an early date.

He noted finally that China sincerely hopes Libya soon achieves peace, stability and development and the Libyan people live a secure, peaceful and happy life as early as possible. China is willing to join the international community to provide support and assistance for Libya.

UN Secretary-General Ban Ki-moon chaired the meeting. Chairman of the NTC Mustafa Mohammed Abdul Jalil, US President Barack Obama, French President Nicolas Sarkozy and President of South Africa Jacob Zuma attended and addressed the meeting.
