On December 8, 2009, China and Russia held the fourth round of strategic security consultations in Beijing. Chinese State Councilor Dai Bingguo and Russian Security Council Secretary Nikolai Patrushev attended the consultation meeting. Both sides exchanged in-depth views on further developing China-Russia strategic partnership of cooperation as well as major international and regional issues of common concern.
Both sides reviewed the major profound changes in the international situation over the past year. They spoke highly of bilateral ties, holding that with the joint efforts, both sides have achieved a balanced, smooth and quality development of bilateral strategic partnership of cooperation this year by taking the opportunity of the 60th anniversary of diplomatic ties and overcoming the impact of the global financial crisis. They applauded the frequent high-level visits and contacts, improved strategic coordination, enhanced strategic mutual trust, and the expanding economic and humanities cooperation.
The two sides believed that the strategic coordination between China and Russia played an important role in safeguarding the two states' strategic security interest, development, and the world peace and stability. The complex and profound changes in the international situation highlight richer connotation and renewed urgency of conducting China-Russia strategic cooperation. The two sides pledged to further strengthen coordination in efforts to promote the reform on global governance mechanism, maintain close cooperation on major international and regional issues, enhance regional cooperation and preserve their common interest. Both sides agreed they should support each other, resolutely safeguard each other's core interest, strive to develop economic cooperation, expand humanities exchanges and continuously consolidate the public opinion and social basis of bilateral ties, in a bid to push for better development of China-Russia relations in the new phase.
They agreed to stay in close contact and make concerted efforts to make the strategic security consultation mechanism a better and to make greater contributions to the development of China-Russia relations.
They also discussed the nuclear issue on the Korean Peninsula, Iran's nuclear issue, the Group of 20, the reform of the United Nations, climate change, nuclear disarmament, the BRIC and the Shanghai Cooperation Organization.
Following the consultation meeting, both sides signed the China-Russia strategic security consultation mechanism cooperation protocol.
