The Second Trilateral Summit Meeting among China, Japan and the Republic of Korea (ROK) was held in the Great Hall of the People, Beijing. Chinese Premier Wen Jiabao of the State Council chaired the meeting. ROK President Lee Myung-bak and Japanese Prime Minister Yukio Hatoyama attended the meeting. On October 10, 2009, the Second Trilateral Summit Meeting among China, Japan and the Republic of Korea (ROK) was held in the Great Hall of the People, Beijing. Chinese Premier Wen Jiabao of the State Council, ROK President Lee Myung-bak and Japanese Prime Minister Yukio Hatoyama attended the meeting. Premier Wen chaired the meeting. In a friendly and pragmatic atmosphere, the leaders of the three countries reviewed and summarized the 10-year history of cooperation among China, Japan and ROK. They looked into and planned the future of trilateral cooperation. They also had in-depth and candid exchange of views on international and regional issues of common concern and reached broad consensus.

Premier Wen pointed out in his speech that China, Japan and ROK are not only close neighbors but also major countries in Asia. The enhancement of trilateral cooperation is beneficial not only to the interests of the three countries but to Asia and the world at large. This year marks the 10th anniversary of the trilateral cooperation among China, Japan and ROK. In the past decade, the cooperation among the three countries has witnessed substantial progress in all fronts: politically, the high-level exchanges have become more frequent, the dialogue mechanism has been steadily improved and the mutual trust has been constantly strengthened; economically, the three countries have become important trade partners of each other and developed cooperation in many key areas. The people-to-people exchanges in varied forms enhanced mutual understanding and friendliness among the people. The trilateral cooperation mechanism is complementing and improving other cooperation mechanisms in the progress of regional cooperation.

Wen said that when reviewing the past course, such important revelations could be gained: first, it is crucial to look at and handle the trilateral relations from a long-term and strategic perspective. Mutual respect, good-neighborliness and friendliness, and taking care of each other's important concerns and core interests are the political basis of cooperation among China, Japan and ROK; second, strengthening mutually beneficial cooperation and bringing substantial benefits to the people of the three countries are the important driving force for deepening trilateral cooperation; third, strengthening close exchanges among the people of the three countries and maintaining the friendliness for generations may contribute not only to the current but to the future generations; fourth, strengthening communication and coordination in the international and regional affairs is conducive to better safeguarding common interests of the three countries.

Wen emphasized that China, Japan and ROK are facing new opportunities and challenges in the times when the world is undergoing great changes, great adjustment and great development. Only full-fledged and in-depth cooperation may promote the development of each country better, advance the integration process of East Asian region, and contribute to world peace, development and prosperity. The cooperation among China, Japan and ROK complies with the trend of times and therefore has a bright prospect.

Premier Wen proposed enhancing trilateral cooperation in the following aspects:

First, to fulfill political commitments and enhance mutual strategic trust. To maintain high-level exchanges, make full use of the dialogue and consultation mechanisms at all levels, strengthen communication and coordination concerning major issues and push for the stable, healthy and enduring development of trilateral partnership.

Second, to reinforce complementary advantages and upgrade the level of trilateral cooperation. To continue to take tackling international financial crisis and advancing economic recovery as the primary tasks, step up coordination on macro-economic policies, and work together to fight against trade protectionism. To speed up the joint study on the trilateral free trade area and reach a balanced, pragmatic, and win-win trilateral investment agreement as early as possible. To consolidate financial and fiscal cooperation, actively support and advance the establishment of the APT (ASEAN plus China, Japan and ROK) Regional Foreign Exchange Reserve Pool, safeguard and enhance economic and financial stability of the region. To expand cooperation in such areas as transport, logistics, customs, information, science, technology, environmental protection, green economy, and public health.

Third, to increase personnel exchanges and solidify the social foundation of trilateral friendship. To expand the friendly exchange between civilians, regularize and institutionalize youth exchanges among the three countries. To step up exchanges and cooperation in such areas as culture, education, media, tourism, public personnel management, and police affairs.

Fourth, to intensify cooperation and coordination concerning the affairs of the region. To support the integration of ASEAN and East Asia, push forward regional and sub-regional cooperation of various forms, and boost economic and social development of East Asia. To insist on resolving disputes through dialogues and consultations, seek common ground while shelving differences, tolerate and understand each other, and jointly promote the peace, stability and harmony of Northeast Asia.

Fifth, to join hands to tackle global challenges and boost sustainable development. To advance the reform of international financial system and establish an equitable, just, tolerant, and orderly new international financial order. With respect to climate change, to take counter-measures in line with national realities, participate in international cooperation and strive for the success of Copenhagen Conference. To take substantial measures to fulfill assistance commitments to poor countries and ensure the achievement of UN Millennium Development Goals (MDGs) as scheduled.

President Lee Myung-bak and Prime Minister Yukio Hatoyama spoke highly of the progress of trilateral cooperation, saying that China, Japan and ROK are important countries in East Asia and strengthening trilateral cooperation complies with the common interest of the three countries and is of major and profound significance to the peace, stability and development of the world. The three countries need to upgrade the trilateral pragmatic cooperation to a higher level in the spirit of mutual respect and common prosperity. The three countries need to join hands to overcome the international financial crisis, propel the early economic recovery of the region, and push forward the reform of international financial system. The three countries need to expand the trade and investment scale among the three countries, have discussions over and accelerate the establishment of trilateral free trade area, further improve business environment and jointly resist trade protectionism. The three countries need to enhance cooperation in such areas as environmental protection, climate change, A/H1N1 flu, and disaster prevention and mitigation and push for the success of the UN Climate Change Conference in Copenhagen in the principle of "common but differentiated responsibilities". The three countries need to proceed from a long-term view to promote people-to-people exchange and cooperation, especially youth exchange and cooperation between universities. The three countries need to strengthen coordination and communication in regional and international affairs and gradually accelerate the fulfillment of East Asia Community.

The leaders of the three countries also exchanged views on the nuclear issue on the Korean Peninsula. Premier Wen also communicated his latest visit to the Democratic People's Republic of Korea (DPRK). President Lee Myung-bak and Prime Minister Yukio Hatoyama responded that they set store by the important results achieved during Premier Wen's visit to DPRK and noticed the flexibility shown by DPRK with respect to the resumption of the six-party talks. ROK and Japan appreciated and thanked the important and constructive role played by China in promoting the denuclearization process. ROK and Japan wished to maintain communication and cooperation with China, jointly strive for the early resumption of the six-party talks, and realize the goal of denuclearizing the Korean Peninsula.

The leaders also exchanged views on such issues as global and regional economic situation, climate change and East Asian cooperation.

The meeting issued the Joint Statement on the 10th Anniversary of China-Japan-ROK Cooperation and the Joint Statement on Sustainable Development of China, Japan and ROK and achieved the following results: to hold the third trilateral summit meeting in ROK in 2010, accelerate the joint study participated by governments, industries and academia on the China-Japan-ROK free trade area (FTA), establish a trilateral meeting mechanism among the ministers in charge of water resources, carry out cooperation in aviation security, hold the 4th friendly meeting among the youth of China, Japan and ROK in China in 2010, further expand personnel exchange among the three countries, and open network secretariat for China-Japan-ROK cooperation.

After the meeting, the leaders met the media together. Premier Wen said that the meeting has clarified the direction of trilateral cooperation, enriched the contents of cooperation, and solidified the determination of the three countries. "I'm convinced that with concerted efforts of the three countries, China-Japan-ROK cooperation will embrace a better tomorrow!"

The meeting was also attended by Foreign Minister Yang Jiechi, Financial Minister Xie Xuren, Commerce Minister Chen Deming, Vice Minister Xie Zhenhua of the NDRC, Chinese Ambassador to Japan Cui Tiankai, and Chinese Ambassador to ROK Cheng Yonghua.
