中国代表团团长谈践大使出席

“军事领域负责任人工智能”峰会的发言

尊敬的胡克斯特拉副首相兼外交大臣,

尊敬的奥隆格伦国防大臣,

女士们,先生们,


人工智能是战略性、颠覆性技术。在军事领域,如何确保各国以符合国际法的负责任方式发展和使用人工智能,是国际社会面临的共同挑战。

去年以来,荷方围绕峰会同中国等各方进行了广泛沟通。我谨代表中国代表团,对荷方倡议和努力表示赞赏。

中国始终高度重视人工智能安全治理。习近平主席指出,要加强人工智能发展的潜在风险研判和防范,维护人民利益和国家安全,确保人工智能安全、可靠、可控。近年来,中国加强法律、军事、技术、伦理等层面研究,改善相关安全治理,并就规范人工智能军事应用、加强人工智能伦理治理向联合国提交两份立场文件。

女士们,先生们,
人工智能军事应用问题事关全人类安全和福祉,需要各国团结应对,我愿介绍中方关于人工智能军事应用的几点主张:

一是坚持智能向善。我们应秉持共同、综合、合作、可持续的全球安全观,反对借助人工智能谋求绝对军事优势和霸权,防止人工智能军事应用加剧战略误判、损害全球战略平衡与稳定。

二是坚持以人为本。我们应遵守国际法和伦理道德,确保人工智能技术始终处于人类控制之下,建立相关问责机制,防止技术被滥用、误用甚至恶用,切实尊重和保障人类尊严和人权。

三是坚持多边主义。我们应充分发挥联合国在人工智能全球治理上的主渠道作用,不断增强发展中国家代表性和发言权,增进理解与共识。反对将人工智能问题政治化,反对人为制造科技壁垒,确保各国充分享有技术发展与和平利用的权利。

女士们,先生们,
中国将继续以开放包容的方式,与各方保持沟通交流,推动就人工智能全球治理形成更多共识。

Head of Delegation of China in the REAIM Summit

Your Excellency, Mr. Wopke Hoekstra, Deputy Prime Minister and Minister of Foreign Affairs,

Your Excellency, Ms. Kajsa Ollongren, Minister of Defense,

Dear colleagues, ladies and gentlemen,


Artificial Intelligence (AI) is a strategic and revolutionary technology. In the military domain, how to ensure countries to develop and use AI in a responsible manner consistent with international law is a common challenge posed to the international community.


Since last year, the Kingdom of the Netherlands has communicated extensively with China and other parties around REAIM Summit. On behalf of the Chinese delegation, I would like to convey our appreciation to the Dutch side for their initiative and efforts.


China has always attached great importance to AI security governance. President Xi Jinping pointed out that we should enhance the assessment and prevention of potential risks in the development of AI, safeguard the interests of the people and national security, and ensure the safety, reliability and controllability of AI. 


Over the past years, China has strengthened relevant research on legal, military, technological and ethical aspects, improved AI-related security governance, and submitted two position papers to the United Nations on regulating military applications of AI and strengthening ethical governance of AI.


Ladies and gentlemen,

Military applications of AI concerns the common security and well-being of mankind, which requires the united response of all countries. Hereby I would like to present China’s proposals on military applications of AI:


Firstly, uphold the concept of “AI for good”. We should embrace a vision of common, comprehensive, cooperative and sustainable global security, oppose seeking absolute military advantage and hegemony through AI. We should make sure that military applications of AI would not deepen strategic miscalculation or damage global strategic balance and stability.


Secondly, stay committed to putting people’s well-being front and center. We should abide by international law and ethics, ensure that weapon systems are always under human control, and establish relevant accountability mechanism. We should prevent the abuse, misuse and malicious use of AI technology, and earnestly respect and safeguard human dignity and rights.


Thirdly, adhere to multilateralism. Countries should give full play to the role of the United Nations as the main channel in the AI global governance, constantly enhance the representation and voice of developing countries, and promote mutual understanding and coordination. We should oppose the politicization of AI issues, remove man-made barriers in the field of science and technology, and ensure the rights of all countries to technological progress and peaceful uses.


Ladies and gentlemen,

China will continue to maintain communication and exchanges with all parties in an open and inclusive manner to help build more consensus on global governance of AI.
