As of today, those in the Netherlands intending to travel to China for work or economic activities (commercial, educational, scientific and technological, sporting,  cultural, etc), no longer need to provide the Invitation Letter (PU) issued by the competent Chinese authorities when applying for business (M) or visit (F) visa.
