谈践大使在2023年全荷学生学者新春联欢会上的致辞

各位来宾，亲爱的同学们：
大家下午好！
Dear Guest, students, a very good afternoon to all of you.
I will speak first in Chinese, then in English.
瑞虎辞旧岁、玉兔迎新春！
在这喜迎新年之际，我和我的同事梁岩老师、许叶老师，十分高兴和大家相聚恩斯赫德。
春节是中华民族最隆重的传统佳节，今天是腊月二十三，北方的小年，俗话说“过了小年就是年”。
在此，我谨代表中国驻荷兰使馆，向全荷的留学人员和你们的家人致以节日的问候和新春的祝福。
感谢中国留荷学生学者联合会组织本次活动，你们辛苦了！
也感谢恩斯赫德市政厅和特温特大学对本次活动的大力支持！
给大家拜个早年！
辞旧迎新， 我们不仅互致祝福，也会作个盘点，回顾过去，展望未来。
在刚刚过去的2022年，我们国家最大的事就是胜利召开了党的二十大，开启了全面建设社会主义现代化国家新征程。我一直在对荷兰各界说，中国的主要任务是实现人民对美好生活的向往，中国不搞霸权和地缘政治竞争，反对新冷战，中国的发展是和平、开放、共赢的发展，将为世界各国、为中荷合作带来巨大机遇。
2022年是中荷两国建立大使级外交关系50周年。50年来，两国友好合作不断拓展和深化，在经济、教育、文化、科技等各领域合作成果丰硕，人文交流日益深入。去年，中荷两国国家元首、政府首脑和外长、部长等继续高层互动，保持了双边关系的发展势头和动力。
两国贸易在疫情中逆势增长，荷兰是第二个对华贸易突破千亿美元的欧盟国家。
2022年，同学们虽然身居海外，远离家人，生活在疫情的阴影下，但克服困难，刻苦学习，砥砺成长。同时关心国家，一起讲好中国故事，为中荷友好做出贡献。
我为你们点赞！
这是我来荷兰的第三个春节，却是第一次参加线下欢庆。天下苦新冠久矣。但我们已经见到了曙光。过去我们执行动态清零政策，大幅减少了死亡。随着病毒毒性下降，疫苗和药物的广泛应用，不久前我们优化了疫情防控政策。当然，无论我们怎么做，都会被指责和抹黑。不奇怪，也没关系，多难兴邦。相信大家能够明辨是非，坚定信心，在新的一年里，我们一定能够走出新冠的阴霾。
当前，世界之变、时代之变、历史之变正以前所未有的方式展开。中欧、中荷两国关系既有挑战也有机遇。地缘政治因素会持续干扰和破坏中荷两国关系以及中外教育合作。
但我对前景持乐观态度：因为中国奉行和平发展的政策；因为中国与荷兰、中国与欧盟之间没有根本的利益冲突。最为重要的，年青人是中欧友好的最大希望所在。
2023年,我们将以两国建交50周年为新起点，推动中荷开放务实的全面合作伙伴关系保持势头、再上台阶。
同学们，
请允许我借此机会，提几点建议和希望：
一是学有所成。学生的首要任务是学习，荷兰的高等教育十分发达。希望同学们珍惜机会，学知识长本领，长成栋梁之才，勇担时代重任。
二是家国情怀。中国是文明古国、人口大国，是我们的祖国。中国实施科教兴国、人才强国、创新驱动发展战略。这是一个大有可为的时代，为广大留学人员施展才华、实现人生价值提供了无比广阔的舞台。
三是国际视野。过去中国人说要睁眼看世界，现在我们改革开放，要融入世界，建立人类命运共同体。国家的发展建设，中外的交流沟通，急需一大批通中外的人才。
四是展示形象。面对经常遇到的误解、偏见甚至抹黑，希望大家秉持中华民族优良传统，展现知识、风范和自信，当好中荷友谊的使者。
五是平安留学。同学们承载着家人的厚望和祖国的重托，平安是成功的基石。你们的身心健康，属于自己，属于家人，属于国家。一定要让家人安心，让祖国放心。祖国是你们的坚强后盾，使馆是大家的海外之家。我们将继续为大家平安留学、健康留学、成功留学提供全力帮助，大家携手同行、风雨同舟。
同学们，天佑中华，天降大任，未来的辉煌必将由你们铸就！

Dear friends,
So happy to see many Dutch friends and international students joining us today, to celebrate the lunar new year.
Many thanks to the organizer -- the Association of Chinese Students and Scholars in the Netherlands;
to the supporters -- the Enschede government and Twente University;
and to all the participants.
A very happy Chinese new year -- the Year of the Rabbit.
When ringing in the new year, it is also time to look back and ahead.
In 2022, the national congress of the governing party unveiled the blueprint for China’s future development, reaffirming its commitments to reform and opening up, to peaceful development. It has made clear that our central goal is to meet people’s growing need for a better life.
In other word, we have NO interest in geopolitical rivalry.
2022 marked the 50th anniversary of the diplomatic relations between China and the Netherlands.The past 50 years have witnessed the widened and deepened cooperation between the two countries. Just an example, our bilateral trade increased from US$ 69 million to 116 billion.
Yes, there are challenges. Geopolitics is a major one. A lot of rhetoric like decoupling, or even a new cold war.
But I am optimistic about our relations with the EU and the Netherlands. There is no fundamental conflict of interest between China and Europe. I couldn’t recall in history China has done any harm to the interest of Europe. Also, I pin my hope on you, who are young, open, confident, and have a strong sense of responsibility.
We are living in a globalized world, a world confronted with unprecedented challenges which require unprecedented cooperation. China is part of the solution.
Yes, we have differences with each other. This is a diversified world. Diversity could be beauty. Like today, I believe I look more handsome in my national costume.Mine is the most beautiful and colourful dress in the room.（此处有掌声）
Let’s enhance dialogues and exchanges, let’s join hands, to make it a better world.
Before conclusion, a few words on the pandemic.
I recall that, around the time of 12:00 pm or 00:00 am of the first day of 2023 in The Hague, there were loud firecrackers and beautiful fireworks, very much like a Chinese new year. In China, firecrackers and fireworks are set off to scare demons. We all wish to drive away the Covid.
China has eased its pandemic restriction measures. The Covid cases went up as a result, which is inevitable. They have now peaked in most cities. China has been keeping a close eye on virus mutation and found none so far. China has been in frequent contacts with the WHO.
The good news is that, it is much easier for you to travel to China now. I do think we have seen the light at the end of the tunnel, and will finally get out of the woods of the Covid in 2023.
Still, you and I should not lower our guard. Hope you all stay safe and healthy, physically and mentally.
Spring is around the corner, and everything is refreshing.
2023 will be a good year. Good for China, good for the Netherlands, and good for every one of you.
